2026年4月2日、ジョイセフは宮崎市教育委員会と「包括的性教育」の展開に向けた連携協定を締結しました。自治体が特定の団体と包括的性教育の推進に特化した連携協定を結ぶのは、全国で初めてのケースとなります。

On April 2, 2026, JOICFP signed a partnership agreement with the Miyazaki City Board of Education to promote comprehensive sexuality education (CSE). This marks the first time in Japan that a municipality has entered into a formal partnership with an external organization specifically for the advancement of CSE.


全国に先駆け、宮崎市が「包括的性教育」のフロントランナーへ

Miyazaki City Steps Forward as a National Pioneer in Comprehensive Sexuality Education

現在、日本社会では子どもへの性暴力や、予期しない妊娠、性感染症の増加が深刻な課題となっています。宮崎県においても、10代の中絶率や梅毒の罹患率の高さが喫緊の課題となっており、これらを解決するために、科学的根拠に基づき、人権やジェンダー平等を基盤とする「包括的性教育」の実装が急務とされてきました。

宮崎市教育委員会は、すでに独自の基本方針を策定し、指導案を整備するなど、国内の自治体としてトップランナーの歩みを進めてきました。今回の「全国初」となる連携協定は、ジョイセフが半世紀以上にわたり世界各地で培ってきたSRHR（性と生殖に関する健康と権利）の知見を、公教育の現場へ直接つなげる画期的な取り組みです。

Sexual violence against children, unintended pregnancies, and rising rates of sexually transmitted infections are serious and growing concerns across Japan. In Miyazaki Prefecture, high rates of teenage abortions and syphilis infections have become particularly urgent issues. Addressing these challenges requires a science-based approach grounded in human rights and gender equality, and comprehensive sexuality education (CSE) is widely recognized as an essential response.

The Miyazaki City Board of Education has already taken significant steps in this direction, developing its own foundational policies and lesson frameworks, positioning itself as one of the most proactive municipalities in the country. This first-of-its-kind partnership agreement brings JOICFP's expertise in sexual and reproductive health and rights (SRHR) — built over more than half a century of work around the world — directly into the public school system.


モデル校での教員研修会
Teacher Training at a Model School

協定締結後、さっそく具体的なアクションが始まっています。同日、モデル校の一つである宮崎市立古城小学校にて、教職員を対象とした包括的性教育の研修会を実施しました。

Concrete action followed immediately after the agreement was signed. On the same day, a training workshop on comprehensive sexuality education was held for teachers at Miyazaki Municipal Kojiro Elementary School, one of the schools selected as a model site.



研修では、ジョイセフのスタッフがファシリテーターを務め、これまでの国内外での知見をもとに、子どもたちへどのように「心と体、そして権利」を伝えていくのか、教材を使った事例を共有しました。

・「自分を大切にする」ことをどう伝えるか
・科学的な知識に加え、人権やジェンダーの視点をどう教育に組み込むか

参加した教員の皆さんからは、実践に向けた進め方や伝え方への不安、性教育と包括的性教育の違いに対する理解の不足、基礎から学び直そうとする姿勢、そして無意識の思い込みに気づき改善したいという意欲など、さまざまな声が寄せられました。

まずはモデル校での実践を通じて授業の内容や教え方のノウハウを蓄積し、2027年に宮崎市内の全公立小中学校へと広げていくサポートを実施していきます。


JOICFP staff served as facilitators, drawing on their domestic and international experience to share practical approaches for teaching children about their bodies, emotions, and rights, using real classroom materials as examples.

Discussion centered around questions such as:
- How do we teach children to value and care for themselves?
- How can perspectives on human rights and gender equality be integrated alongside scientific knowledge?

Participating teachers shared a wide range of reflections, including uncertainty about how to approach these topics in practice, gaps in understanding the difference between conventional sex education and comprehensive sexuality education, a genuine desire to learn from the ground up, and a willingness to recognize and address unconscious assumptions they might bring to the classroom.

Going forward, lesson contents and teaching methods will be developed through hands-on practice at the model schools, with the goal of expanding CSE to all public elementary and junior high schools in Miyazaki City by 2027.

Looking Ahead

今回の協定締結により、ジョイセフは宮崎市の小中学校における授業の実践支援や、教員向けの研修、教材の活用方法などのアドバイスを通じて、包括的性教育の質の向上に寄与していきます。

「自分の心と体を守り、他者を尊重する力」を育む包括的性教育。宮崎市から始まるこの挑戦が、日本中の子どもたちの健やかな未来を支えるスタンダードとなるよう、ジョイセフはともに取り組んでいきます。

Through this partnership, JOICFP will support the implementation of classroom programs at Miyazaki City schools, provide training for teachers, and offer guidance on the effective use of educational materials — all contributing to the continuous strengthening of comprehensive sexuality education.

Comprehensive sexuality education nurtures the capacity to protect one's own body and emotions, while learning to respect others. JOICFP is committed to working alongside Miyazaki City as this initiative grows — with the hope that what begins here will become a standard that supports the healthy futures of children across Japan.
